If someone is saying they cannot see or edit a certain area in the Dashboard, check their user role under Dashboard -> Users
If they are an Editor, it is usually safe to upgrade them to Administrator so they can make whatever updates they need
If they are an Author/Contributor it would be best to check with the site admin to make sure they are ok with them being upgraded to Administrator
